Lukoil's Leonid Fedun said $1 trillion would have to be spent on developing new reserves if current output levels were to be maintained.

The idea that the world's supplies of oil have either peaked or will soon start declining has suddenly gained new respectability.
The concept of 'peak oil' has been derided by the big oil companies for years, but at the end of last week came a turnabout.
The chief executive of the oil giant Royal Dutch Shell, Jeroen van der Veer, put out a paper on Friday forecasting the end of easy oil.

World demand for oil and gas will outstrip supply within seven years, according to Royal Dutch Shell.
The oil multinational is predicting that conventional supplies will not keep pace with soaring population growth and the rapid pace of economic development.
Jeroen van der Veer, Shell's chief executive, said in an e-mail to the company's staff this week that output of conventional oil and gas was close to peaking.
He wrote: "Shell estimates that after 2015 supplies of easy-to-access oil and gas will no longer keep up with demand."

Oil prices hit a record high of $97 a barrel on Tuesday, but the next generation of consumers could look back on that price
with envy. The dire predictions of a key report on international oil supplies released Wednesday suggest that oil prices could
move irreversibly over the $100-a-barrel threshold in the not too distant future, as the global economy faces a serious energy shortage.
This gloomy assessment comes from the International Energy Agency, the Paris-based organization representing the 26 rich,
gas-guzzling member nations of the Organization for Economic Cooperation and Development (OECD). The agency is not
known for alarmist warnings, and its World Energy Outlook is typically viewed by policy wonks as a solid indicator of global
energy supplies. In a marked change from its traditionally bland, measured tones, the IEA's 2007 report says governments
need to make urgent, bold decisions on energy policy, or risk massive environmental and energy-supply crises within two decades - crises and shortages that could spark serious global conflicts.
"I am sorry to say this, but we are headed toward really bad days," IEA chief economist Fatih Birol told TIME this week. "Lots of targets have been set but very little has been done. There is a lot of talk and no action."

Output peaked in 2006 and will fall 7% a year - Decline in gas, coal and uranium also predicted
World oil production has already peaked and will fall by half as soon as 2030, according to a report which also warns that extreme shortages of fossil fuels will lead to wars and social breakdown.
The German-based Energy Watch Group will release its study in London today saying that global oil production peaked in 2006 - much earlier than most experts had
expected. The report, which predicts that production will now fall by 7% a year, comes after oil prices set new records almost every day last week, on Friday hitting more than $90 (£44) a barrel

Former Shell chairman says that diminishing resources could push price of crude to $150 a barrel
Lord Oxburgh, the former chairman of Shell, has issued a stark warning that the price of oil could hit $150 per barrel, with oil production peaking within the next 20 years.
He accused the industry of having its head "in the sand" about the depletion of supplies, and warned: "We may be sleepwalking

directed at the renewable sources sector and a further 44 percent said that at least 50 percent of funding should be allocated in the same way. These feelings stem from the overwhelming majority, or 82 percent, citing
declining oil reserves as a concern.

Sixty-five percent of the respondents say that while they believe global warming is occurring, it is a natural weather cycle, and 11 percent say that they do not believe it is occurring.
Just under a quarter believe CO-2- induced global warming is occurring.

The end of oil was "nowhere in sight" according to ExxonMobil Australia chairman Mark Nolan.
Speaking at the Asia Pacific Oil & Gas Conference in Adelaide yesterday, Mr Nolan said figures from the United States Geological Survey refuted "peak oil" theory, showing there were more than
three trillion barrels of conventional recoverable oil resources. "So far we have produced one trillion of that," Mr Nolan said.
"Conservative estimates of heavy oil and shale oil push the total recoverable resource to more than four trillion barrels.

Exxon Mobil chief executive Mark Nolan has told 600 petroleum engineers at the Asia-Pacific Oil and Gas Conference in Adelaide that there is ample oil in the world to supply future demand.
Proponents of the peak oil theory say supplies will start to dwindle in less than 20 years.
Mr Nolan says there is still at least three trillion barrels of oil left in the world, and consumers have used just one trillion barrels so far.

Al-Attiyah said OPEC is near a consensus to raise its output quota by 2.5 million barrels a day, or 11 percent, a plan also backed by Kuwait. Saudi Arabia will ensure markets have enough supply, al-Naimi said.
The 10 members, excluding Iraq, that participate in the quota system probably pumped 26.35 million barrels of oil in May, 2.85 million more than the quota, according to Geneva-based consultant PetroLogistics Ltd.
An increase in the quota to 26 million barrels a day would effectively allow members to pump whatever they like, since most of the group is operating at full capacity. Normally, OPEC agrees to restrain supplies to prevent prices from falling.
"OPEC has indicated that they'll increase quotas by about 10 percent, but they don't have a tremendous amount of extra capacity," said Kurt Hallead, an analyst with RBC Capital Markets in Austin, Texas.
"The Saudis can increase production by 2-to-2.5 million barrels but everyone else has the ability to do a fraction of that."

A huge natural gas field has been found a short distance off Rio de Janeiro's coastline, Petrobras, Brazil's state-controlled oil company, says.
The company believes the new field, Jupiter, could match the recently discovered Tupi oil field in size.

A new generation of nuclear power stations in the UK has been given formal backing by the government.
Business Secretary John Hutton told MPs they would give a "safe and affordable" way of securing the UK's future energy supplies while fighting climate change.
He said any plants would be built at or near existing reactors by private firms and said he hoped the first one would be completed "well before 2020".
Critics say new reactors will be expensive, dirty and dangerous.
The government will not be building any reactors itself - but it says it will take steps, such as streamlining the planning process and identifying likely sites, to encourage private operators to build them.

There are a couple of big problems... The first is that even as oil sands' production soars, so does global oil demand.
The second is that CAPP's four-million-barrel figure may be ambitious. The new World Energy Outlook will probably pencil in
a smaller number. Why? Because the oil sands are probably the world's most expensive oil production. As oil prices rise, so do
costs. In the oil sands, natural gas is burned to generate the steam required to heat the bitumen in the reserve, allowing it to be
pumped to the surface. Roughly speaking, it takes the equivalent of one barrel of energy to produce three barrels of oil sands oil.
The oil sands' other big problem is environmental. In the surface mining operations, it takes about 10 barrels of water to
produce one barrel of oil. For the underground recovery operations, the figure is two to one (less water is used underground
because it's recycled). Then there is the carbon dioxide output. The industry will get hit with carbon taxes. It's just a question of when.

Hydrogen is one of the most important fuels of the future, and the sun will be one of our most important sources of energy.
Why not combine the two to produce hydrogen directly from solar energy without any detours involving electrical current?
Why not use a process similar to the photosynthesis used by plants to convert sunlight directly into chemical energy?
Researchers from the German Max Planck Institute have now developed a catalyst that may do just that. As they report in the
journal Angewandte Chemie, titanium disilicide splits water into hydrogen and oxygen. And the semiconductor doesn’t just act
as a photocatalyst, it also stores the gases produced, which allows an elegant separation of hydrogen and oxygen

A three-year veil of secrecy in the name of national security was used to keep the public in the dark about the handling of highly enriched uranium at a nuclear fuel
processing plant - including a leak that could have caused a deadly, uncontrolled nuclear reaction.
The leak turned out to be one of nine violations or test failures since 2005 at privately owned Nuclear Fuel Services Inc., a longtime supplier of fuel to the U.S. Navy's nuclear fleet.
The public was never told about the problems when they happened. The Nuclear Regulatory Commission revealed them for the first time last month when it released an order demanding improvements at the company, but no fine.

The new U.S. Energy Information Administration 2007 Annual Energy Outlook projects a continuing increase in U.S. daily oil consumption.
It is expected to rise to 26.8 million barrels a day in 2030, from 20.7 million in 2005. Oil imports are projected to rise from 13 million barrels per
day to 17 million. The EIA also forecasts that polluting coal's share of electric energy production will rise from 49.93 percent in 2005 to 57.44 percent in 2030.
Highly touted ethanol is projected to be less than 1 percent of U.S. energy supply in 2030. Wind is forecast at just 0.89 percent of electric energy fuel in 2030, up from 0.33 percent in 2005.
This is in stark contrast to the "alternate energy ? technology will save us" rhetoric blowing in our federal and state capitals. And it also points to the
tough choices and realities Americans face in the coming years. This EIA data have dire implications for our energy security, global warming, atmosphere quality and our massive trade deficits.

World energy use is becoming more carbon intensive - as the popularity of coal power in developing nations continues to soar, a BP report says.
While coal consumption in China and India rocketed last year, it was also up in the UK, though down in the US.
Overall energy consumption growth slowed last year to 2.4% - but was still above average for the past decade, the figures suggested.
This was against a 3.4% growth seen in 2005, the global trends survey said. Overall coal usage climbed by 4.5%, driven largely by China's 8.7% rise.

California homeowners are rejecting new rebates for solar power equipment, saying the state has made installing the rooftop panels far more costly than expected.
As a result, Public Utilities Commission reports show a decline of 78% in rebate requests in the first three months of this year, compared with last year, and the solar installation industry says it is
threatened with collapse across much of California.
At issue is a requirement the state added Jan. 1 for getting a rebate under Gov. Arnold Schwarzenegger's Million Solar Roofs program.
Applicants must first sign up for costly pricing plans offered by utilities that charge more for their electricity during hours of peak demand.

A High Court judge has ordered a rethink of the government's nuclear power plans, after a legal challenge by environmental campaigners Greenpeace.
A judge ruled that the consultation process before the decision last year had been "misleading", "seriously flawed" and "procedurally unfair".
Greenpeace said ministers should "go back to the drawing board". But Tony Blair said while the ruling would change the consultation process, "this won't affect the policy at all".

government use more alternative fuels, particularly through the use of hybrid vehicles, reduce petroleum consumption in the federal vehicle fleet by 2 percent through 2015 and cut greenhouse gas emissions by
3 percent each year, or 30 percent, by 2015.
White House spokeswoman Dana Perino said the order consolidates five existing executive orders and two memos.

This is crunch time. If Britain is to have any chance of meeting its target to generate 10% of its energy from renewable sources by 2010, then a great leap forward is needed right now.
So far only 4.2% of energy is from renewables and three years is not long to more than double it.

- A lot of Breathless Announcements(TM) regarding energy get flashed over the net.
These arise from several sources, among which PR departments, clueless reporters
and fund raising advocates number significantly.
Rarely is the distance from the lab to the market made explicit.
Outright
fraud
is always a possibility.
At the same time, real inventions are being created, and the odd discovery made.
It is difficult to know what may be important in this sort of environment.
A bullshit detector is one way to approach the situation.
You will notice who asks for money, who has a product for sale and who does not.
Another approach is to simply keep track of the claims made and
let time render its verdict.
